In my testing I've been able to average running 100 charts and then five voyages in a single hour with my build.
Chaos cost is worked out at 5c a chart and then another 100c to roll the charts (50% of the charts you buy will already match the regex)
There's not much to say about this strat, it's extremely simple, roll your charts with the regex below, rush complete them, then run voyages when your voyage storage is full (search for "operative" and "bottle" in your voyage storage as you want to run these in the middle slot to maximise loot as can be seen in my linked video)
Roll your charts with this regex: "sul.*([6-9]|[6789].|\d..)%|m q.*[1-9]..%"

The first voyage is when you have a chart that has adjacent areas have either message in a bottle or operative strongbox, in that case you put it in the middle slot and then focus rushing down the bottles/operative boxes in each of the four adjacent tiles to the middle.
The second voyage is just a random voyage, nothing important, just run around collecting sulphur, opening operatives, collecting stuff from chests.
